Chair Angela Kennedy slaps down Piccininni’s notice

TORONTO – The Chair of the TCDSB decided to disqualify trustee Piccininni “motion”. It appears unilaterally. Mr Piccininni had filed a Notice of Motion, in a meeting of the Committee that had decided to extend the Agreement with VCI, for the Board meeting scheduled for October 19.
The Notice states explicitly that, once the public consultations are completed, the TCDSB should terminate its partnership with Villa Charities Inc. and build a new Dante Alighieri on property it already owns nearby. The notice seems to have surprised the other trustees, including the Chair, Angela Kennedy.
Undaunted, Mrs. Kennedy, once she made her ruling, immediately fired off an email letter (copy of which appears elsewhere on this page) to Aldo Cundari, Chair of VCI, advising him of Piccininni’s “break” and reassuring him that TCDSB will abide by its agreement with VCI [to demolish the Columbus Centre].
She wrote: “Although this is a notice of motion, it carries no legal standing and has no power of enforcement or influence. The notice of motion is out of order and only reflects the opinion of an individual Trustee”
Mr. Piccininni has, in effect, been silenced, while the Board continues with its proposal to …“engage in a meaningful and transparent community consultation process”. The Board intends to continue along the path outlined several years ago to build a shared-use facility for Dante Alighieri and Columbus Centre.
“It is the intention of the Board to honour all elements of the current partnership agreement between the TCDSB and Villa Charities”, she wrote. In this regard, we asked the opinion of all Trustees and received a reply from several.
Trustee Maria Rizzo for example maintains that “our board is in the process of consultation. I will not predetermine the results of that consultation until it is over. At that time we will make a decision that is in the best interest of our students and the community we serve. ”
Trustee Patrizia Bottoni was more abrupt. After confirming that she had read the Notice of Motion, she added [for emphasis] that “a notice of motion does not belong to the board of trustee”.
Trustee Frank D’Amico, by way of contrast, took time to express respect and admiration for his colleague Piccininni, citing the many battles the two have fought to improve the learning environment in the Board’s schools. 
While Piccininni seems to have understood the public’s outrage at the joint-use proposal and asked for a step back to repair the damages inflicted on the people’s trust, Chair Angela Kennedy would seem to proceed unperturbed towards the finalization of the project. She insists the school will be built in partnership with the Columbus Centre [after the latter is demolished, to be clear].
Piccininni’s Motion has no merit, she reassures Cundari in the email. The marriage between TCDSB and VCI, according to Kennedy, will not be dissolved.
